Fence sections
The working calculator subtracts gate openings, divides the remaining run into sections and counts posts from the section layout.
sections = ceil(picketed_length / post_spacing)
Pickets and rails
Pickets use actual picket width plus gap, with waste added before rounding. Rails are counted by rails per section.
Scope limit
Wind exposure, frost depth, soil, stepped terrain, corners, gate hardware and local permit requirements are outside the material takeoff.

Does it include gate hardware?
No. It adds gate posts and subtracts gate openings, but frames, hinges, latches and bracing need a separate count.
